The mandatory health notification (NSO) or registration is a requirement to import, manufacture, or distribute cosmetic products in Peru. Only businesses registered as pharmaceutical establishments (droguerías) with DIGEMID can request registration approval for their products. Firms with no local presence in Perú must appoint a local representative or registration holder in Perú to manage their registration applications.

Cosmetic product registrations are valid for 7 years and must be renewed before expiration.

Is it a cosmetic product?

Cosmetics are products intended to be put in contact with the superficial parts of the human body such as the skin, hair, external genital organs, lips, teeth, and oral mucosa, with the aim of cleaning, perfuming, modifying, or improving their appearance, protecting and keeping them in good condition or correcting body odors.

• Makeup, including shadows, bases, eyeliners, frosts, professional makeup, and more.

• Nail polishes, glitters, professional acrylic nail systems.

• Anti-aging creams, lip balms, eyelid creams, hand and body creams, hyaluronic acid creams, moisturizing creams, facial moisturizing lotion, day and night creams, anti-brilliance cream, water gels, coconut oil, carbon masks, sun blockers, and more.

• Artificial eyelashes, eyelashes, eyelash adhesive, eyelash remover, lash & eyebrow growth boosters, and eyelash shampoo.

• Hair dyes, anti-frizz creams, lacquers, gels, hair loss lotions, conditioners, shampoo, baby shampoo, anti-shedding shampoo, elixirs, treatment masks, keratins, hair straightening kits, and others.

• Serums, liposomal serums, anti-wrinkle serum, renovating serums, anti-spot serums.

• Deodorants, and antiperspirants.

• Toothpaste, children’s toothpaste, mouthwashes, and spray solutions for bad breath or halitosis.

• Liquid soap, hand soap, intimate soap, and flake soap.

• Creams and shaving gel, waxes for hair removal, body creams, spa creams.

• Make-up remover, nail polish remover, foaming cleanser.

• Perfumes, eau de perfume, eau de toilette, eau de cologne, colognes.

• Ink for temporary tattoos and body paint.

What's not a cosmetic?

Products intended to be ingested, implanted, injected, deposited, or infiltrated into the body, despite having cosmetic properties or those products with therapeutic benefits for the user.

• Injectable hyaluronic acid, fillers.

• Injectable Vitamin C.

• Botox, botulinum toxin.

• Hydrolyzed collagen powder.

• Injectable platelet-rich plasma.

• Minoxidil lotions.

Assesment

Evaluation of the technical, scientific and regulatory documentation issued by the manufacturer.

Application

Elaboration of a complete registration dossier and submission of the registration application to DIGEMID.

Follow-up of registration applications. Response to the queries and observations of the DIGEMID reviewers.
